Haifa Special Education System

Haifa educational system is a pluralistic system, providing appropriate response
to the projected demographic and social characteristic of the city.
Special emphasis was, is placed on integrating immigrants from late Soviet
Republic and Ethiopia.
The Haifa Education department is committed to improving both formal
and informal education in the city.
The city Special Education department is Joint Agreement a voluntary association
of school districts to the north and south of Haifa region which joined together to
provide special education services. 
The department is responsible to schools and complementary educational
centers, the latter give rehabilitative services.
The department is an organizational system designed to be a unified singular
clear factor which role and function is to take care and response to the problems
and the needs (physical, organizational & substantial) that rise up from the
different frameworks within a comprehensive outlook which enables developing,
cultivating & using the available physical & human resources needed.
